Jeffrey Jacobs is a scholar with the National Research Council’s Water Science and Technology Board in Washington. In his current post, Jeff has directed studies on a wide variety of river- and water-related topics, including Colorado River hydrology, Mississippi River water quality, Missouri River sediment management, Corps of Engineers planning processes, and hurricane protection and ecosystem restoration in New Orleans and coastal Louisiana.
Prior to joining the National Research Council, he served as a faculty member at the National University of Singapore and at Texas A&M University. Jeff holds a PhD degree in geography from the University of Colorado.

David Lovell is Associate Professor in the Department of Civil and Environmental Engineering and the Institute for Systems Research at the University of Maryland. He is also faculty adviser to the Engineers Without Borders student chapter. He received his B.A. degree in Mathematics from Portland State University, and M.S. and Ph.D. degrees in Civil Engineering from the University of California at Berkeley. His research focuses primarily on surface and air transportation, including facility design, operations, and performance measurement. He has also conducted research projects on civil engineering applications of sensor technology, development of electrophoretic display materials, and vehicle electronics.

Keynote Talk
Many countries in the world are now attempting to reduce greenhouse gases through voluntary or other pollution-mitigation programs. Examples include the Regional Greenhouse Gas Initiative, a market-based regulatory program comprising Northeastern and Mid-Atlantic U.S. states that strives to reduce CO2 emissions in the power generation sector. Another example is the European Union’s “20-20-20” program that seeks by 2020: 1. A reduction of greenhouse gases in the EU of at least 20% below 1990 levels, 2. 20% of EU energy consumption to come from renewable sources, 3. A 20% reduction in primary energy use compared with projected levels (via energy efficiency).
My research involves building optimization and market equilibrium models, mostly in the energy-environmental area to test the feasibility, efficacy, and value of these programs as well as other “what-if” scenarios for our energy-environmental infrastructure.
